Ocean Resources Management Plan

About: The Hawaiʻi Ocean Resources Management Plan (ORMP) is a statewide plan that seeks to resolve coastal problems and issues that are not adequately addressed by existing laws and rules.  With the help of the public input and agency expertise, the update process identifies management gaps and focus areas for the next planning horizon.
The design development of the Hawaiʻi ORMP integrates Traditional Ecological Knowledge (TEK) to ensure a holistic and culturally grounded approach to coastal and ocean resource management. TEK, which encompasses the long-standing environmental knowledge, practices, and stewardship principles of Native Hawaiian communities, plays a vital role in shaping the report’s content, visual presentation, and overall framework.
The report incorporates TEK through consultation with cultural practitioners, kupuna (elders), and local resource managers, ensuring that indigenous knowledge systems are recognized alongside scientific data. Visual elements, such as maps, illustrations, and infographics, are designed to reflect Native Hawaiian land and ocean divisions, including ahupua‘a-based resource management principles. Additionally, the document’s structure and language emphasize concepts rooted in mālama ‘āina (caring for the land and sea), promoting a sense of shared responsibility across agencies and communities. By weaving TEK into the design and development of the ORMP, the report not only honors the deep relationship between Native Hawaiians and their environment but also strengthens collaborative management efforts for the future.
